Organization of American States (OAS)  general secretary, Cesar Gaviria says he has come to the conclusion that it's a little too early to announce the signing of an agreement between the government and the opposition. 

Making the remark after meeting Venezuelan Executive Vice President Jose Vicente Rangel, Gaviria preferred to keep a low-key approach to solving the problem of the recall referendum.

"We are in the process of discussion with the Vice President and Education Minister Aristobulo Isturiz representing the government in the negotiations trying to agree to a commitment text that would allow us to leave behind some topics." 

Vice President Rangel has reaffirmed that the government has the" best will in the world" to sign an agreement after which negotiations should be transferred to the National Assembly. "Once an agreement has been signed, we believe it's time to end negotiations and transfer all matters concerning dialog to the National Assembly." 

Rangel has let it be known that the text has been reformulated and that the government will only accept the figure of facilitator between the two sides. 

Both Rangel and Gaviria add that they hope the two sides will meet sometime today.

Several Latin American countries evinced keen interest in sourcing ayurvedic products and bulk drugs from India, at the second Indo-Latin American pharma meet organised by the Confederation of Indian Industry (CII) here.

Rumed Pharmaceuticals (Paraguay) director Rene Zotti said his company also focused on natural remedies and herbal products and was looking for outsourcing Indian products.

Zotti said his company was also keen on sourcing bulk drugs such as antibiotics, anti-inflammatory, cardiac and oncological drugs and vaccines as the disease pattern in India and the northern region of Latin America were quite similar.

Alfredo Cifuentes Schulz, international trade head of the US $60-million Laboratorios Maver Ltda of Chile, said his company was also looking for herbal products.

CII Latin American Committee chairman Madhur Bajaj said “Trade between Latin America and India has crossed US $2.5 billion in 2001-02.

A series of policies aimed at boosting Indian exports to the region and the growth of the pharmaceutical market in the top seven Latin American countries by almost 50 per cent from US $20 billion in 2000-01 to US $29 billion in 2001-02, provide a good opportunity to the Indian pharmaceutical industry.”

CII project consultant Varunesh Tuli said in 2002, Latin America’s pharmaceutical market was worth US $16 billion, nearly 4.5 per cent of the global pharma market.

Mexico, with a US $6 billion market, topped the list, recording a nine per cent growth, he said.

“Even per capita consumption figures are high Argentina leads the list with US $115 (pre-devaluation of its currency) followed by Chile at US $53. India’s per capita consumption stands at just US $3. Cardio vascular drugs will constitute the bulk of the demand as there is a three-fold increase in death caused by cardio vascular diseases,” he said.

Tuli said there were no entry barriers in Argentina and Brazil. He stressed the need for entering into referential Trade Agreements, especially with the Mercosur belt comprising Brazil, Argentina, Uruguay and Paraguay.

Ivax Corporation (Mexico) business development director Pedro Morfin called for better relations between governments of India and Latin American countries for free trade agreements in the pharma sector.

Maria Isabel Puerta Correa, purchase chief of Laboritorios Ecar (Columbia), said he was looking for antibiotics, oral medication, injectibles and ophthalmic solutions.

The meet was attended by pharma majors from Chile, Columbia, Mexico, Paraguay, Uruguay and Venezuela. Representatives of companies such as Zentex (Chile) and Ivax Corporation (Mexico) were here to explore opportunities of forging alliances with Indian companies.

More than 70 companies including Nicholas Piramal, Cadila and RPG Lifesciences represented India.

José R Muñiz – gloria cubana -- compuso la canción más bella jamás imaginada sobre mi ciudad natal, Cienfuegos: “Luna Cienfueguera”.  Ayer, poniendo en orden mis papeles, me topé con una carta que “Muñicito” le escribiera a mi padre, hace casi veinte años.  Vale la pena publicarla hoy como un “alerta” más y en homenaje a este hombre probo que vivió su vida escribiéndole a Cuba y a Cienfuegos:

Mi querido Richard,

Con estas líneas te llega mi tercer abrazo.  Veo en cada cienfueguero, no a un amigo, si no a un hermano y tú, con más fuerza, estás entre ellos.

Veo con una gran satisfacción el amor que sientes por mi “Luna Cienfueguera”, que para mí es como una hija amada.  No obstante, te adjunto un casette con la grabación de mi “Luna Cienfueguera” y otra canción romántica titulada “Volver sin Esperanzas”, que está haciendo gran impacto en la “Cubanísima” (la WQBA de Miami) y en distintas estaciones de radio de Miami.  Estas dos piezas, como verás, es cantada por mi hijo, el Dr. Muñiz Cantón.

Ya se dibujaban en el horizonte los primeros caminos de la noche, cuando dejé la bahía de Cienfuegos y me pareció contemplarla acallando sus arpas en una despedida sin adiós.  Allí escribí unos 7.000 versos y unas treinta canciones en una vida bohemia, aunque bastante sana, de unos treinta y cinco años.  Tu fuiste testigo de mi vida, una vida humilde, sin vanidad ni orgullo, bastante pobre, por cierto, como es en definitiva el destino de todo poeta.  Pero dándole siempre a Cienfuegos lo mejor de mi alma de artista.

Te adjunto dos poemas de última mano, “Canto al Irazú”  y “Canto al Halley”, llenos de una gran fuerza lírica que sé habrán de calar la sensibilidad de tu alma.

Solamente te pido un favor y a la vez con una gran pena, por tener una economía limitada, que mandes por correo los gastos postales del envío y perdóname, mi hermano esa frescura… pero te soy sincero.

Vi a tu hija por televisión hace unos días y me llenó de orgullo el contemplarla.  Luego soñé que había incluido una canción mía en una de sus películas.

Bueno, mi viejo, hasta el año que viene en que pueda abrazarte de nuevo,

Yo estoy plenamente de acuerdo contigo en casi todo, pero considero que las posiciones intransigentes también hacen mucho daño y no puede ser que para ti nada de lo que se hace esté bien.  Creo que estás exagerando tu posición.

Yo sé que esto te va a molestar, pero como me siento libre aún, siento la necesidad de decírtelo.  Yo estoy de acuerdo con “LA GUARIMBA”, pero no estoy de acuerdo con que nada de lo que se hace tenga valor para ti.

Todo lo que se hace en términos de otorgarle TIEMPO al régimen CASTRO-COMUNISTA de los señores Chávez y Castro debe ser ENÉRGICAMENTE PROTESTADO: ¡TODO!  ¡ABSOLUTAMENTE TODO!

Una cosa debe entenderse claramente.  Los regímenes radicales (como éste) deben ser combatidos con métodos radicales.  No se puede combatir un tumor canceroso con aspirinas porque a medida que pasa el tiempo el tumor crece y crece y cuando vengamos a ver nos come.  Así de sencillo, Rosa Margarita.

¿O usted verdaderamente cree que Chávez dejará que le revoquen su mandato para que lo metan preso de por vida en La Haya por crímenes de lesa humanidad… o para que le vuelen la tapa de los sesos una vez que pierda la infraestructura de seguridad que le ofrece el poder como jefe de estado?

Ya verá usted que al día siguiente después de la firma del famoso e “histórico” acuerdo entre “la oposición” y el régimen CASTRO-COMUNISTA de los señores Chávez y Castro, el oficialismo seguirá incumpliendo la constitución, cayéndonos a tiros, burlándose de todo un pueblo.  Verá también que la llamada “comunidad internacional” mirará a un lado mientras no se le toque sus intereses directamente.  A medida en que todo esto ocurra, el tiempo seguirá corriendo a favor del ignominioso régimen que intenta destruirlo todo y a todos.  Yo pensaba, mi amiga, que estos horrendos demonios “revolucionarios” estaban muertos y enterrados para la historia, pero hace rato entendí que la pesadilla continúa. 

Lamento mucho que usted piense así… no por mí.  Yo recibo diariamente AMENAZAS DE MUERTE PARA MÍ Y PARA MIS HIJOS, su e-mail es una “palomita” comparado con lo que estoy acostumbrado a leer todos los días.  Lo siento porque todavía quedan personas en la oposición quienes –- como usted – no entienden la gravedad del asunto y el INMENSO PELIGRO que significa el regalarle mansamente al régimen CASTRO-COMUNISTA de los señores Chávez y Castro el tiempo requerido para que tome las posiciones adecuadas y necesarias en función de oprimirnos, masacrarnos, encarcelarnos o expatriarnos a todos… a usted y a su familia incluida.

A Venezuelan citizen is in a state of comma in Cancun, Mexico after several phials of heroin she had swallowed burst inside her stomach. Miriam Gonzalez de Gonzalez (39) is said to have been carrying 44 phials totaling a little more than half a kilo. The local police did not say how Gonzalez de Gonzalez reached Mexico and circumstances relating to her capture.

Aragua 5th Control Court Judge Zomalia Gutierrez has ordered the preventive arrest of Venezuelan lawyer, Felix Acuna for alleged complicity in drug-trafficking activities and obtaining illegal benefits at the cost of public administration.

The same judge has already ordered the arrest of Maracay Police Detective Branch (CICPC) Anti-Drugs Division chief, Alexander Herrera and agent, Francis Medina for their alleged role in exchanging 4.5 kilos of cocaine seized in a raid for maize bread powder.

The State Prosecutor had requested the arrests of Maracay CICPC laboratory chief, Roger Vidal Rios and agents: Valmore Andrade and Julio Ortega but the judge did not find enough evidence to warrant the arrest. Lawyer Felix Acuna had to be interned in a clinic after suffering a heart attack.

The National Guard (GN) Anti-Drugs Command says it has uncovered an ecstasy cartel operating in Venezuela. GN General Jose Antonio Paez Cabrera says the investigation started on May 16 when agents stationed at Caracas (Simon Bolivar) international airport at Maiquetia seized 593 tablets sent to the States via Venezuela's postal service (Ipostel).

"We didn't catch anyone and have mounted an operation ... last week the same person sent another packet containing the tablets to Michigan."

The US Drug Enforcement Agency (DEA) has joined the search for the narco-trafficking gang.
